Justin Fulcher’s Telemedicine Roots Still Shape His Work Today
Long before Justin Fulcher advised the Pentagon on technology reform, he was a 21 year old entrepreneur trying to solve a basic problem: getting doctors and patients in the same room when there was no room to speak of. In 2013, he co-founded RingMD, a telemedicine platform built to connect patients with physicians remotely across Asia.
The idea sounds simple now. At the time, it was not. Mobile phones were spreading across the region faster than clinics, roads, or reliable power. Justin Fulcher built RingMD around that mismatch, designing systems meant to function where bandwidth dropped out and where formal healthcare infrastructure barely existed.
Scaling Access, Not Just Software
RingMD eventually operated in multiple countries, and the platform’s growth reflected a deeper pattern in Fulcher’s career an interest in systems that hold up under pressure rather than ones that simply look good in a pitch deck. He has described the motivation behind the work in plain terms, telling Charleston Digital Corridor in 2020 that healthcare is one of those things that affects everybody, and that without basic access, it handicaps entire regions.
By 2017, that work had earned him a spot on Forbes Asia’s 30 Under 30 list in the Healthcare & Science category, a recognition of both the scale RingMD achieved and the underlying engineering behind it.
From Operator to Advisor
Justin Fulcher eventually stepped back from day to day management at RingMD, though he still serves on its board and holds a minority stake. He has no operational role there today. Instead, the lessons from building a telemedicine company in resource constrained markets have carried into an entirely different arena: advising the U.S. Department of Defense on acquisition reform.
The throughline is consistent even as the setting changed. Justin Fulcher‘s early career was defined by building for people who had no other options, and that same discipline now informs how he approaches modernization inside one of the largest and most complex institutions in government.
